NFPA 701 vs M1 vs B1: Understanding Fire Retardant Fabric Standards

Ask three roller blind fabric mills whether their product is “fire retardant” and you will receive three different certificates: an NFPA 701 test report, an M1 classification, a B1 classification. None of them is fake — and none of them is interchangeable. Fire standards are market-specific legal documents, and specifying the wrong one is one of the classic ways an FF&E package gets bounced back by an owner’s consultant two weeks before a hotel opening.

This guide explains what NFPA 701, M1 and B1 each measure, where in the world each one carries legal or contractual weight, and how to write fire performance into a roller blind fabric specification so it passes review the first time.

The short answer

NFPA 701 is the flame-propagation test used across the United States and many international projects; M1 is the French “non-flammable” classification; B1 is the German “low flammability” class from DIN 4102. All three identify fabrics that self-extinguish rather than sustain a flame, but they use different test rigs, different pass criteria and different legal authority. Specify the standard of the destination market — never a substitute.

What NFPA 701 actually tests

NFPA 701 is the standard flame test for textiles and films used in public occupancies — hotels, theaters, hospitals, offices — in the United States, and it is referenced by name in most US chain design standards and in many Gulf, Southeast Asian and Latin American tender documents.

The standard contains two test methods. Test Method 1 applies to fabrics below 700 g/m² — essentially all roller blind and drapery fabrics: a vertical specimen is exposed to a small burner flame for 45 seconds, and the lab measures how far the char travels and how quickly the specimen self-extinguishes once the flame is removed. Test Method 2 covers heavier materials such as vinyl and leather. A fabric “passes NFPA 701” when its char length and afterflame time stay inside the limits and it does not drip flaming particles.

Two procurement details matter. First, NFPA 701 is a batch document: reputable mills test each coating lot, because the flame chemistry lives in the coating and the coating formula varies by colorway. Second, several US authorities require the test to be repeated after the cleaning procedure the fabric will actually receive in service — a fabric that passes as-delivered but fails after one laundering cycle is not compliant in those jurisdictions.

What M1 means

M1 comes from the French reaction-to-fire classification for building materials, a scale running M0 (non-combustible) to M4 (highly flammable). For flexible materials like blind and curtain fabrics, the classification is built from a small set of French test methods — most visibly the épiradiateur, a radiant panel with a pilot burner that grades how readily the fabric ignites and how far the flame spreads.

M1 means “non-flammable” in the contractual sense: the fabric may char at the flame but does not propagate it. M1 is still written into tenders in France, French-speaking Europe, North and West Africa and parts of the Middle East, even though the EU’s harmonized Euroclass system (EN 13501-1) is the official framework for construction products. In practice, many consultants ask for both: Euroclass for the file, M1 for the habit.

What B1 means

B1 is the “flame retardant / low flammability” class of the German standard DIN 4102-1, which sorts materials into A (non-combustible), B1 (low flammability), B2 (normal flammability) and B3 (highly flammable). The B1 test for panel-type materials is the familiar Brandschacht (flame shaft) test; flexible textiles are assessed with related DIN 4102 procedures.

Like M1, B1 survives as contractual shorthand well beyond Germany: it is the fire class most often named in Central European, Chinese and Middle Eastern specifications, and “DIN 4102 B1” appears on countless mill data sheets. The EU’s Euroclass system is progressively replacing DIN 4102 in regulation, but B1 remains the fastest shared language between buyer and mill in large parts of the world.

The row that saves projects is the last one. Inside the EU, the legally harmonized language is Euroclass — for curtains and blinds typically B-s1,d0 or C-s1,d0 (the s and d suffixes grade smoke production and flaming droplets, which is exactly what evacuation engineers care about). M1 and B1 persist as specification habits, but a Euroclass classification is the document an EU authority cannot argue with.

Which standard applies to your project?

United States and Canada: NFPA 701, plus state or chain amendments (California Title 19 for some public occupancies; individual hotel brand standards often exceed the code). Write “NFPA 701 (2023), Test Method 1, per batch” into the spec.

European Union: Euroclass EN 13501-1 classification, with M1 or B1 added contractually where the consultant’s template demands it. For Germany-origin specs, DIN 4102 B1 is still accepted in most private contracts.

United Kingdom: BS 5867 Part 2 (Type B for hotels, Type C for higher-risk occupancies) tested to EN 13773. Post-Brexit UK CA markings run parallel, but the test standard is what your lab report should name.

Middle East: mixed. UAE and Saudi mega-projects commonly reference NFPA 701 or BS 5867; French-influenced North African markets ask for M1; German-influenced specs ask for B1. Check the civil defense authority’s wording before you order fabric, not after.

Marine and cruise: none of the three — IMO A.563(14) governs, and it is a separate test campaign entirely.

Why “FR” on the label is not a specification

“Fire retardant” printed on a data sheet is a claim, not a certificate. The differences that matter in a dispute are: which standard, which colorway, which batch, and which accredited lab. Flame performance in coated roller fabrics lives in the coating chemistry, and coating chemistry changes with pigment — a black and a cream of the same series can behave differently in the flame shaft. That is why serious mills certify per colorway, and why a single “master certificate” for a whole series should be treated as marketing.

Also ask how the FR property is achieved. Inherently FR or FR-coated fabrics carry the chemistry in the fiber or coating and keep it for the product’s life. Topically treated fabrics are bathed in a flame-retardant finish that can wash or wipe out — acceptable for short-life event drapery, a liability in a hotel that will be deep-cleaned between guests.

The fire-retardant specification checklist

  • Name the destination-market standard — NFPA 701, Euroclass EN 13501-1, M1, B1, BS 5867-2 or IMO — not the generic phrase “fire retardant.”
  • Require reports per colorway from an accredited third-party lab (SGS, Intertek, TÜV or equivalent), not a series-level master certificate.
  • Check dates and batch references; flame reports older than the coating lot you will receive are decoration.
  • Ask for cleaning-plus-retest data if the blinds will be wiped or laundered in service.
  • Confirm FR is in the coating or fiber, not a topical finish that maintenance will remove.
  • Keep one certificate file per room type for the authority having jurisdiction and the owner’s consultant.

How certification actually runs in practice

Fabric does not arrive “certified” — it arrives with test reports, and the reports are only as good as the campaign behind them. A typical campaign goes like this: the mill selects the worst-case colorways (usually the deepest shades, where pigment loading changes the coating’s burn behavior), submits cut lengths to an accredited lab such as SGS, Intertek or TÜV, and receives a report naming the standard, the specimen, the date and the result. Turnaround is commonly two to four weeks per standard, which is why a project that suddenly discovers it needs M1 on top of NFPA 701 loses a month it did not budget.

The smart procurement move is to fix the fire specification at RFQ stage, not at submission stage. When you ask three mills for quotes, ask each one in the same breath for: the standards covered, the colorways covered, the lab that tested, and the report dates. A mill that answers in one email is organized; a mill that answers in three weeks is telling you where your critical path will sit.

Budget-wise, treat flame testing as a project line item. Each standard-colorway combination is a separate test fee, and a full hotel program (blackout guest-room fabric, dim-out lobby fabric, sunscreen for the restaurant) across two or three standards is a five-figure sum in test fees for the mill — which is exactly why some suppliers offer “one certificate for everything” and hope nobody reads it.

Three specification mistakes that resurface in every project

“B1 is the same as M1, just German.” They occupy a similar market position, but the test methods, pass criteria and issuing labs differ. A fabric holding only an M1 report has not demonstrated B1, and a German consultant will say so in one sentence.

“The fabric passed, so the blind will pass.” The test covers the fabric specimen. Finished blinds add side channels, headboxes, chains and plastics with their own fire classes. Keep the fabric certificate for the fabric, and check the component classes separately for the markets that require it.

“One report covers the whole series.” Coating chemistry varies with pigment. Certify the colorways you will ship — especially the whites and creams that dominate hotel palettes and that some mills conveniently leave out of the test campaign.

Frequently asked questions

Is an NFPA 701 report accepted in Europe instead of M1 or B1?

Usually not as the compliance document. EU authorities and consultants specify Euroclass EN 13501-1, or national classes such as M1 and B1 where the tender template keeps them. An NFPA 701 report is useful supporting evidence, but the contract should name the destination-market standard.

Can one fabric be certified to NFPA 701, M1 and B1 at the same time?

Yes. They are separate test campaigns, and a well-engineered coated fabric can pass all three. AWT series are tested to NFPA 701 and DIN 4102 B1, with reports available per colorway.

Does fire retardancy survive cleaning?

Inherently FR and FR-coated fabrics keep their performance for the product life; topically treated fabrics can lose it after washing or wiping. Where cleaning is planned, request wash-and-retest data for the exact fabric and care method.

What should I attach to the project submission?

NFPA 701, M1 and B1 all answer the same question — will this fabric propagate a flame? — with different national instruments. The buyer’s job is not to rank them but to match them: NFPA 701 for North America and NFPA-referencing projects, Euroclass (with M1/B1 as contractual flavor) inside the EU, BS 5867 for the UK, IMO for marine. Then demand per-colorway, per-batch reports from accredited labs and keep the file ready for the authority.
